Army Colonel appeals to President Bush for peace in Laos…

Dear Mr. President,

We, members of the Lao Nationalist Reform Party, write you concerning continued illicit occupation of Laos by Vietnamese and our genuine strife to reach fundamental right for Laotians to self-determination.

The long-standing problem of Laos was caused by a single problem - the secret creation of a Vietnamese Indo-China super State with Vietnamese troops in Laos and a powerful secret intelligence network and command structure under the control of Hanoi. Historically, like Cambodia Laos has been exploited by outsiders as a battlefield for playing deadly games of power despite international treaties guaranteeing its neutrality. These games of power have been skilfully exploited by the Vietnamese who have completely disregarded all precepts of international law.

The continued occupation of Laos by Vietnamese is a threat to world peace, a breeding ground of state and narcotic-terrorism, violation of human rights, violation of the Geneva Accords of 1954 and 1962. According to the Geneva agreements of 1962, foreign troops were to depart, along with all advisors, instructors, and foreign civilians connected with the supply...of war materials.

Although Hanoi was a signatory to the Geneva Agreement of 1962 that upheld the neutrality of Laos, it has failed to observe the agreement in practice. Instead, under PC-38 surveillance, Vietnam has succeeded fraudulently to legitimize the Vietnamese-installed Lao People's Revolutionary party. In faking current leadership, they have fulfilled their ancestral ambition of incorporating Laos with the Friendship Treaty of 1977 into a puppet state under their absolute domination Since the LPDR is terrorist government against its own people and using all funds they have to put more Vietnamese troops in operations to attack, arrest and persecute innocent people.

We request that all government who love freedom and democracy, respect human rights, and despise terrorism must not fund terrorist government and organization such LPDR and fund for Reconciliation and development.

Vietnamese terrorist acts are aimed at disrupting peace and security in Laos and Asia. The Lao people all over the world express grief over martyrdom of the great religious and political leaders. Many who dreamed of peace, freedom, genuine democracy, solidarity and progress in Laos have perished under the hands of Vietnam and its allies, the Lao People's Revolutionary Party members. We believe that current Vietnamese occupation was engineered to hamper establishment of stability and justice in Laos.

Mr. President, we urge you to grant Laotian people their assistance to secure their legitimate right to fulfill self-determination and secure peace, freedom and genuine democracy.
